Garbage lying on the roads is a common scene for a week as the Pourkarmikas have not been given their wages for the past 4 months.
The Pourkarmikas have boycotted work as they have not been paid.
As the Pourkarmikas have boycotted work the permanent employees of the City Corporation are trying to clear the garbage from some parts of the city but their number is very small.
The Pourkarmikas did not allow them to pick up the garbage as a mark of protest.
The civic workers toil every day to ensure that the streets of the city are kept clean. They have also held protests demanding the money they are due. But their pleas have fallen on deaf ears.
The City corporation does not have money to pay the civic workers but it makes money for the Councilors trip to Mysuru and Shimla.

The people of Belagavi are known to be extremely tolerant towards the lax attitude of the political leaders whose apathy towards the development of the city, has, over the years, resulted in Belgaum/Belagavi becoming a massive village. All rhetoric of it being a booming metro city falls flat with the lack of basic infrastructure. If demolishing habitats and widening roads is the limit for the politician’s idea of development, then we are still in the primitive stage. Can we, as citizens of a beautiful and developing city, not expect certain amenities that will boost development even further?
There were many projects spoken of, even foundation stones laid, credit taken but the end result is still not seen.
Let’s see some projects and its status over the years and what all is required in the coming years: (this list is not exhaustive)
Ring Road: In 2006 a Jaipur based company was awarded the contract but even before the work could commence the urban development ministry canceled the contract and gave it to state road Development Corporation and cases were filed. The Rs.30 crore project is now estimated to go over Rs.300 crores and one more plan suggested it cross Rs.1000 crores. Now the new road to be known as Belagavi Bypass
Current status: Land Acquisition notification – The NHAI has issued a notification for the acquisition of land for the construction of the 4/6 lane (A) Belagavi Bypass (Western) tentatively from Km 9.500 (NH 4A) to Km 515.000 (NH 4) (22 Km) and (B) Belagavi Bypass (Eastern) from Km 515.000 (NH 4) to Km 492.000 (NH 4) (New NH 48) (33 Km) in the state of Karnataka.
Bus stand development: The development of the Central bus stand was planned in 2008 and then in 2009 a Draft proposal was made and tenders were called in but nothing happened later. The estimated Project Cost then was Rs. 25.70 crores and was to be built on Lease-cum-Development Format Design-Build-Operate-Transfer (DBOT) basis.
According to the plan the new bus stand would have 41 bus bays, bus circulation and parking areas, auto-rickshaw lane, taxi parking lane, basement parking for private vehicles, passenger entry/ exit, Terminal building consisting of passenger circulation and waiting areas, ticket/ reservation counters, cloak room, first-aid room, waiting rooms, passenger amenities like drinking water, toilets, yatri nivas etc., restaurant, shops, kiosks and administrative offices, crew restrooms, parcel office and other facilities.
Current status: Construction of the Bus stand is in progress and is expected to be completed by December 2019. The Connecting Waiting rooms to be constructed unber the Smart city project yet to commence.
Cricket stadium: The Karnataka Cricket Association international stadium at Kanbargi which was envisaged and even work had begun in April 2009. Current status: Already has hosted international Women’s T20 matches and a couple of Ranji Trophy Matches.
Fly over / underpass near railway crossings: For years, Belgaum/Belagavi has suffered patiently waiting at railway gates and wasted lakhs of productive man-hours just practicing being cool in times of urgency.
In 2009 the state government had agreed to bear a part of the cost of the overbridge near Kapileshwar gate and old Dharwad road. Current status:Kapileshwar Bridge, Old PB road, Gogte Circle RoB commissioned. Work on 3rd gate would commence any time.
Subways: The two subways were planned are at DC office to court and another one at fish market to Anthony school. Rs.75 lakhs each for the subway were allocated. Year of plan: 2010
The pedestrian underpass at court is operational, but sadly no one uses it Fish Market Subway Plan Scrapped
Indoor Stadium: On the empty land of the corporation in Malmaruti an indoor stadium was to be built.
Rs.5 crore was the cost estimated for the indoor stadium. Year of plan: 2010 Current status: Plan SCRAPPED
Road widening from fish Market to Udyambag: Khanapur road from Govaves to 3rd gate is planned to widened to 120 feet. The PWD has surveyed the area and made markings on the buildings on the road. 9 crores budget allocated. The road from Fishmarket (near old age home) till Zad Shahapur comes under the PWD as a part of the NH 4A . The initial plan was to widen the road till Udyambag at least. But now PWD plans only widening the 2 km stretch until 3 rd gate from Basveshwar circle. Year of plan: 2009
Current status: 120 feet wide road from Gogte Circle to Peeranwadi Cross Comissioned. Stretch of Road from Sanchayni Circle to Fish Market under Cantonment is not widened but a proposal for the same has been sent to Delhi.
Dharwad- Belgaum(via Kittur) Rail Line
Only a feasibility study was done but nothing much after that, no funds also in the last budget for the same.
FM station: A city with more than 5 lakhs population still does not have a FM radio station. Since 2008 we are waiting for an FM station. Under Phase III of the FM radio licenses, the city can have up to 4 stations. No Private FM station as yet KLE has started VenuDhwani on 90.4 FM a community radio station
Heritage Park at Vaccine Depot:The Vaccine depot which has a long history to it came into the limelight when there were rumors that it will be a good site for building the Suvarna Vidhan Soudha in August 2007. Environmentalists and nature lovers came together and raised a voice that the rich heritage and the flora and fauna should be saved and preserved.
Then in 2008, it was decided that a heritage park would be built in the Vaccine Depot premises. As of today the first designs for the park are ready are put forth discussions. Belgaum/Belagavi architect Randhir Chowgule has designed the park which will also be home to a wide variety of birds, butterflies with plenty of fruit-bearing trees along with a glass house, walking and cycling tracks, an amphitheater, hanging bridges, art gallery, food courts & Sculptures would be installed at various points in the park.
Current status: Design of Heritage park ready now waiting for approval. At this rate time for completion would be another 12-24 months. Minister has reaffirmed the construction of the same in the December 2013 Assembly session.
Now plan is under Smart city plan. Only small Weirs have been constructed nothing else.
Airport:T he Sambra airport dates back to 1942 when it was under the Patwardhan Sarkar of Sangli. The Patwardhan Sarkar gave permission for establishing the air base at Sambra to the Royal Air Force (RAF) in late 1942.
Airport Runway expansion is completed, New Airport terminal building has been commissioned and now will hope to get more flights under UDAN 3.
Daily flights to Bangalore.
Flyover
Fly over from NH 4 near Shankam hotel to Ashoka circle has been planned and is currently in DPR stage Current status: DPR
Development and restoration of Fort The project of the beautification of the fort & moat has now been put under the Smart city project and nothing has actually happened.
Current Status: Nothing happening
Multi-level Car Parking: Right from 2007 the Bapat Galli Car parking space was talked to be converted into a multi level car parking. Nothing has moved on this. Except for some tours by the corporators. Even a dream of a Vertipark (multi level parking) was shown but nothing happened on the ground. Not even an inch has moved around the car parking which now cant even hold 60 cars where as the number of cars have tripled since 2007 in the city. Parking has become a major problem and no one is looking at this a major problem and trying to resolve it.
Current status: Nothing is happening. The tender was floated thrice and scrapped
Information Technology: The Desur IT park built in 2008 still has no IT company in it. The current state of the IT park is nothing but land for grazing cows. It is an ambitious project to begin with on 41 Acres 19 guntas land at Desur on Belgaum/Belagavi – Panaji Road (about 500 Mtrs. off NH).
We get to hear that about 16 applications were received and allocations would be done anytime. But with the current state of the park dont expect anything to happen there for the next two years. Now a JLR golf resort is also planned just in the vicinity of the IT park.
Current Status: Nothing its a grazing ground. KEONICS plans one more at Hindalga.
Autos by meters: This is a dream which each Belgaumite is born with since ages. The pre paid auto at the railway station has not picked up. The local RTO has never shown interest in meeting the Auto owners and fixing the FARES. When the same is done in Bangalore why dont the authorities fix the FARES here. It has been decades now since the fare were fixed.
What also needs to be looked is at the ever growing city, its sewage and garbage problem. The city has now grown beyond compare but even still we have only one water treatment plant for the entire city with some small filtration units on local wells.
Current Status: No Meters implemented
Smart City Project About 18 odd roads to be converted as Smart road not even one is complete even after 2 years. Implementation of smart City projects has been the Worst. Drinking water Kiosks have been installed at a few places.
All this leads us to keep asking the question ‘WHY’? Why not… Is it too much to expect from a government that flourishes on taxpayers’ money? If we have the audacity of hope to dream big, we must also have the guile to demand highways for our dreams.

This year, coinciding with the 150th birth anniversary of Mahatma Gandhi, Karnataka has opted to showcase the historic Belgaum Congress session chaired by Gandhi.
This was the only session where Gandhi chaired the Session.
This year’s theme is based on Gandhi and hence all the states have been asked to showcase tableau on the same.
The Defense ministry picked up Karnataka’s design of the historic 1924 Belgaum Congress to be part of the RD parade.
Gandhiji Addressing the Belgaum 1924 Congress session
There was protest recently by citizens demanding that the Barricades installed at First gate on Congress road must be removed. But today the Commissioner of Police has issued a press note stating that, Barricades at First gate will stay as it is due to safety reasons and smooth flow of traffic.
Barricades have been installed on Congress road junction at the First gate due to which vehicles coming from Deshmukh road have to take a left turn move ahead and then take a U turn on Congress road.
The barricades blocking traffic towards Mandoli Road
The press note states that as this is a junction and has heavy traffic movement of HTV towards Goa and vice versa and also the junction is used to turn towards Mandoli road, Chougule wadi it will be a bottleneck for movement of traffic and hence barricading will be continued even an Railway Over bridge is constructed.
The barricades on Deshmukh road and Basveshwar circle have been removed, the note added.
The Postman is the most familiar face and an important member of the society. When people speak about the Department of Posts what they visualize is the ‘Postman’.
Postmen remained familiar to us for more than a century and remembered for all the good reasons of joy that they bring along; be it the villages, metro cities or even the remotest parts of our county – they make their presence felt, everywhere, every passing day and touch upon the hearts of millions. Postmen carry great responsibilities in delivering letters, parcels, money orders, gifts and now even the banking services door-to-door.
They leave no stone unturned to ensure delivering mail and bring love, joy and affection, in fact, the messenger of all that are part and parcel of the society.
This event of installing the Postman Statue may be the first in India and also in the world. This is a great event in the history of Belagavi city and its beautification. It may also be the great event in the Postal Department’s history to honour the postman staff by installing a Postman statue in recognition of their untiring services rendered.
The Supdt. of Post Offices, Belagavi Division and its staff have decided to recognize the services rendered by the Postman staff all these years and have decided to install a Postman Statue in front of the Head Post Office.
The Department in consultation with the Cantonment Board have decided to name the circle as “POSTMAN CIRCLE” (junction near Head Post office, Amba Bhavan) and the erstwhile Telegraph Road will be renamed as “HEAD POST OFFICE ROAD”.
All the officials and officers of the Department of Posts of Belagavi division have contributed towards the cost of the Postman Statue. Member of Parliament, Belagavi Suresh Angadi, has allotted Rs.5,00,000/- towards the installation of the platform and its beautification to the Cantonment Board. Both the Cantonment Board and the HESCOM authorities have helped the Department of Posts in the beautification of the circle.
The Postman Statue is made of bronze and weighing 350 Kg and has a height of 8 feet and made by noted artist Vinayak Manohar Patil. It took the artist 6 months to make the statue.
The event of installing the Postman Statue is also a step in beautifying Belagavi City. In the later stage, a small garden and lighting will be done around the statue and the circle.
All the members of the public are invited to grace the function at Belagavi Head Post Office on 13th Jan. 2019 at 1100 hours.
The Anmod ghat road on NH4A, which connects Belagavi to Goa, has been closed for traffic from January 11, 2019, for the widening of Ramnagar to Anmod National Highway stretch.
As this road is shut for all kind of traffic vehicles will have to use the Chorla route or the Amboli Savantwadi route to reach Goa or return from there.
Heavy vehicles will be diverted on the Amboli route while LMVs can use the Chorla route.
There has been no exact date announced as to when the work will be completed but it will at least take 6-12 months or more to complete the work.

Anees Mirzabai, Gandhi nagar and Hatash Hawaldar, Ujwal Nagar were nabbed by the police and also recovered 7 stolen bikes from them.

Theatres, where URI has been released, need not put posters outside. The roars of Vande Mataram and Jai Hind by the audience itself is enough to tell you, bhai yaha pe URI lagi hui hai.
Performance: Vicky Kaushal gives such a performance that will haunt your minds for hours or days even after the movie. A mature son, a strong soldier and a caring brother. Man, you mastered all the roles. Though he was outstanding throughout, 2 scenes pinched my heart. One is when his mother is lost and the other when he controls his tears at a funeral. What a class.
Yami Gautam and Kirti Kulhari add the women power factor and very well played.
Screenplay: bhai fevicol lagaya kya? How can you make it so watertight? The screenplay is so engaging and gripping that you end up abusing anyone who calls you in between the movie. Some fevicol on your seats too and you refuse to get out in the interval.
Direction: Totally flawless. Can say, at par with Hollywood. The use of war weapons, the latest technology in the army, the firing of the bullets everything seemed so realistic, thanks to the direction. No scenes introduced to give the jabardasti ka deshbhakti and extra marks for that.
A balanced mixture of patriotism, emotions, action, glamour with a pinch of humor.
Sound: the sound doesn’t reach your brains or heart. It goes straight to your nerves and injects the necessary excitement. No wonders if you come out of the theatres saying, bhai aaj kuch tufaani karte hai.
Verdict: Honestly, URI is beyond expectations. A movie that Bollywood can boast about in the future. Not just any other movie on some mission.
So, how’s the josh? High sir.
What’s the rating? Five sir.
In my view, the most innate reflex of us the common Belgaumites is to rejoice is to be happy and to share our blessing with others. Here we laugh aloud and express openly, things presumed to be poor manners in some quarters. We don’t need occasions to party and life itself is one big celebration. We seldom crib over how little we have but are optimistic of things to come.
Come January and there is a fervent chill in the city, I mean literally, the city has an acute drop in temperature and people rush back home early, there is happiness and there is warmth in our houses.
But there is much more happiness in the villages around us as this is the time to reap what you have sown, to reap what you have toiled for half the year in your field, it’s time for Sankrantri the festival of golden harvest.
People ask us how do you know winter has arrived and we at Belagavi have our own indicators, outsiders may not recognize these signs. The days are shorter and nights are longer, just the way any lazy person like me would prefer. Coming to the signs first as we go shopping we see the Belagavi watana(Peas) in the market, this little green pleasure is seen almost exclusively in Belagavi and only in this season. This is also the only season when we see fresh green harbara, which is the favorite of every child, young and old. We see the Tibetans in Ramdev Galli bring an extra stock of sweaters. If you go around the city and see these things you know winter is upon us.
But it’s not the winter that’s the subject of this blog and however romantic it may be, winter is mostly spent coughing and sneezing. The fun begins at the end of winter and that’s when it’s time for Sankrantri, the festival of the sun.
Sankranti is when the fields are harvested and ready for the Rabi crop. There is plentiful stock which needs to go to the warehouse, the farmer is in awe at his crops and is happy, his joy knows no bounds, his efforts are going to finally pay, it’s time his heart sings and he can’t but dance to theSuggi tune, for he knows happy days are to come. What best to share this joy but to come together with everyone in the neighborhood, sit together, sing, dance, eat and share, and this is all that Sankrantri is about.
Budkula(Sugad)
The celebrations start one day before Sankranti in Belagavi and we call it Bhogi. Here on the day of Bhogi women worship earthen pots which contain several smaller ones, they are called Budkula(Sugad) and are kept in the place of worship, symbolic of prosperity and good luck they are decorated and filled with rice.
We do actually have a Bhog on that day which is made of bajri bhakri, mixed vegetable with brinjal, malida, groundnut chutni, til chutni, phutana chatni and garlic chutni and to top it up some yummy curd rice. When the food is so yummy how can you eat it alone and you can see households sharing the food with each other, as kids we used to wait for the bhakri coming from my mother’s friends who always made it a point to see that we got more than adequate dose of their love.
The sajji roti is a harder version of the routine one and is yumm with the brinjal. Women carry rotis and visit friends exchanging food, people visit each other’s home to savor their delights and nobody should remain hungry that day. This is the true India we belong to, food and love are to be shared, they don’t taste good if kept to yourself. Modern times have taken away this practice of sharing, we have started living with ourselves, not needing to socialize except on social media, sajji rotis are available in the market, but they never have the taste of our adorable aunties.

You just can’t stop eating these traditional favourites. Just when you have settled with the spices of the day and you feel your tummy is full you wake up to Sankrantri. There are several traditions associated with Sankrantri.
The hero of the day, however, is theTilgul, til for sesame and gul for jaggery, til gul are prepared a week in advance. Let’s look at the two main ingredients of tilgul, and you have to trust the wisdom of your elders in selecting these two. Til or sesame is an indigenous product of India. It’s a crop that is drought resistant and can be available easily. Sesame has been shown to reduce blood pressure in some studies. Sesame also has oil and is good in this season.
The other ingredient is jaggery the only sweetener available before sugars made their entry. Belagavi and neighboring Kolhapur are famous for jaggery, in fact so sweet was the jaggery that if you would meet a sweet person you would describe him to be as sweet as Kolhapuri jaggery ( Kolhapuri gula sarkha ), jaggery is high in iron and highly nutritious. But for the festival let’s forget the nutrition, here its only about the taste buds.
The tilgul is like the hero of a Bollywood blockbuster for that day, everyone likes him. Traditionally speaking tilgul is a laddoo made up of jaggery and sesame seeds but then we also get the white ones made of sugar syrup. No don’t think that’s it, you also have ones with the groundnut at the center, with cashew at the center and so on. The Jaggery ones are of two types, the hard ones like the Revdi and the softer ones that melt in your mouth. The white ones are produced in bulk and hence more prevalent in everyone’s hands. The best white ones are small in size with sharp thorns, the quality decreases as the size increases, the small ones are made only by a few people now and are difficult to find.
There is no one recipe for the jaggery tilgul, every household has theirs and that’s what makes them unique. Some add more of jaggery, some like it with poppy seeds, some like to add a nutty flavour and some like to add ghee. But how it is made and where it is made makes no difference, what matters is that it trades hands. Traditionally tilgul was made at home, later bought from Ganpat galli and Nargundkar chowk, today we find traders selling it almost in every street.
The kids enjoy tilgul the most. For kids the tilgul story starts with the tilgul box. The most attractive box to store the tilgul wins at school. All types of boxes are available, heart-shaped, leaf-shaped, pyramidal, triangular and so on. Every year the tilgul remain the same but the box had to change. Once the box was settled, you go after the tilgul, you have to have the right mix of white and colors, although they all tasted the same, eating green, orange, purple and yellow was special, often tilgul change hands just to have more colours Childhood is so beautiful, the sugar content does not make a difference, the colours of sweets do as grown-ups all we do is count calories and not memories. Shouldn’t life be like this, think of all the colours and forget the burden of calories of pain and sadness.
If you would get lucky you got the groundnut one, but you know what, the bigger ones are difficult to fit in the beautiful boxes. Once you have the right box and the right colors in the box you are set for Sankranthi. You just have to go from home to home and exchange tilgul and say “tilgul ghya goood goood bola”, we convent educated wanted English and said “take sweet, talk sweet and be sweet”.
There is another event for the kids and that’s the Bor Nhan, this was done by many families, if a kid is born in your house you give it a bath with all the goodies on Sankrantri, is not just the bath, the child is decorated with ornaments of tilgul too. Traditionally the Paranjape family was famed with the tilgul jewelry it but now it is freely available. The fun part is you call all the kids in the locality and there used to be competition amongst the kids as to who would get maximum goodies from the shower.
Tilgul jewelery made by Paranjape’s in Belagavi
There is also the kites, well there are kite festivals now but traditionally it was only the start of the kit season, we still had to wait for exams to get over before we could fly freely like the kite. The kites were of different colors and filled the sky with vibrant appearances. The kids and the young can spend hours under the sun flying kites, something kids with computer games today miss to enjoy. Now you know why Vitamin D deficiency was not that rampant in our ancestors as it is in us. Kites were readily available in Ganpat galli, camp and Burud galli, while the thread or manja was prepared from the ground glass at home.
The women hmm, the women they never fail to amaze you, I always believe God created women as the most precious element of all. Ok, guess what women do? on Sankrantri. Yes, it is anyone’s guess they tear into the husband’s pockets and celebrate the spoils of his wallets. This little adventure is then given the name of haldi kumkum, a celebration of the husband’s existence so that he cannot say a word even though his pockets are empty.
So what’s a haldi kumkum, it’s a kitty party where gifts are given, tilgul exchanged and gossip done. The preparation is not simple, the house is given a holy wash, the husband has to clean everything from the windows to the ceiling fans, he is like an apprentice to the maid. The home is decorated such that nobody gets a chance to gossip about it. The women then enter each others homes dressed in the best of jewellery and sarees and armed with tilguls, they speak sweetly with everyone on that one day and chat their heart away, it’s more like a naughty what’s app group and the admin has no control.
This is one occasion when you are allowed to wear black. I always felt black to be the most underrated color, imagine a life without black. It would be a monotonous lacklustre shade cart. But on Sankrantri black gets the status it deserves for atleast one day, like the tilgul. The gifts are then given to every attendee in the haldi kumkum, gifts are called waan and the better the gift the happier the shrimatis. Tilgul are exchanged and invites extended as this goes on for a week.
Think of the poor husband, he works in the field, cleans the home, buys the waan, and then has to stay away from his own house so it does not feel crowded and the women can gossip unabated.
Some families have another wonderful tradition, there is a family picnic, especially those who have fields, the entire family goes to the field on a picnic, if you don’t own a farm there is always a river side temple, the idea is to sit together, eat together, laugh together and enjoy the warm comforting sunlight while it lasts.
Sankrantri is a festival of joy, a festival when families and friends have to come out of their homes, meet each other, eat with each other, gift each other, dance with each other, laugh with each other, all this built societies, made friends and increased bonds of togetherness. These bonds are built in happiness but support you in times of peril.
Today Facebook and what’s app are the only means of social interactive, we don’t see people we see only profiles and somewhere we have no bonds of love but bonds of likes on Facebook, we have groups on what’s app but can’t form groups on playgrounds, I believe and i prescribe, let’s leave our mobiles out for a day, go out there, share our joy and say ” TILGUL GHYA GOOOD GOOOD BOLA”.

The Professional forum of Belagavi has been given the task by Suresh Angadi to look into the deficiencies that might have occurred while building the Gogte Circle RoB.
Recently it had come to light that some cracks were seen on the retaining walls, there was a big pothole created.
Now MP Suresh Angadi has made a tweet –
Professional forum engineers to visit & submit a report to me & Public. I will take the necessary action on guilty.
The team from the Professional forum have already visited the bridge and will submit their report on the cracks and other issues which might have caused them.
The NCP today will give a memorandum to the DC asking for an inquiry to be done about the Gogte Circle RoB.
Senior and experienced Engineers of Professionals forum, Belagavi inspected the Railway Overbridge Near Gogte Circle, in view of the comments in Social media, and observed that Finishing of the concrete surfaces is not satisfactory and upto the standards, which should be corrected immediately as per the standards.
They further observed that the vertical crack between the abutment and retaining wall is not a structural crack affecting the safety of the structure, but it is a crack in plaster over the expansion joint. Plaster should not have been done over expansion joint as per the standards and hence the plaster should be removed and the joint should be finished neatly with vertical groove filled with proper sealant material.
The concerned Railway Engineers are advised to finish the entire concrete surface should be finished very smoothly as per standards. The above points should be noted during the execution of 3rd Railway over-bridge employing skilled labour and using brand new steel centering and shuttering with modern engineering technology.
