We are all used to see the MP’s fight it out verbally in the parliament but the citizens of Belagavi were lucky to see similar verbal clash this time of the same party during the inauguration of the Gogte Circle Road Over Bridge.

Rajya Sabha MP Prabhakar kore was upset with MP Suresh Angadi has his name was missing from the invitation and also the backdrop on the stage even when the project was implemented by the union Govt.

After seeing his name missing from the back drop Kore said he wont come on the dais and also asked Angadi if it was his private program and not that of the Railways.

angadi-koreAngadi addressed Kore in singular asking him to come to the dais and stop arguing. Angadi said, Stop this nonsense and keep your aside and you should listen to me. Angadi said you are a senior leader and you must not act like this.

Lastly, Angadi pulled Kore’s hand and almost dragged him to the stage where both the MP’s were seen red faced.

Later speaking Kore said that This road over bridge should be given the name of Suresh Angadi, and jokingly said not in memory but.

It must be recollected that the MP’s have attempted to take credit of the passport office, the UDAN scheme, upgradation of airport etc.

High drama during inauguration of the Gogte circle Road over bridge. Where Prabhakar Kore and Suresh Angadi had a verbal clash over Kore’s name missing on the banner on stage.

Katti was speaking at Belagavi when he made this statement which has been challenged by Karnataka Pradesh Congress Committee (KPCC) President, Dinesh Gundu Rao.

Rao denied that any of his MLA’s are in touch with the BJP nor will the govt be pulled down.

Katti has claimed that 15 MLAs from the Congress who were unhappy with the cabinet expansion are in touch with the BJP.

The Life, Struggles & Accomplishments of Sir Siddappa Kambli

by Dr. Prabhakar Kore

Sir Siddappa Kambli served as Education Minister in the Bombay (now Mumbai) Government in 1930 during the British regime. He was the member of Bombay Provincial Assembly for 25 consecutive years. Despite Pandit Jawaharlal Nehru and Sardar Vallabhabhai Patel attempting to ensure Kambli’s electoral defeat in 1937, he was elected to the Assembly with the highest number of votes. This indicates the tenacious and immensely popular nature of Kambli.

Not willing to bear the injustice meted out to non-Brahmins, Sir Siddappa Kambli formed a non-Brahmin party in 1921 and held its first convention in Hubli. Periyar, Dr.B.R.Ambedkar, Lohia, Mahatma Joytiba Phule led a similar struggle in other parts of India.

siddappa-kambli lingraj college Kambli too shared their progressive views and launched a struggle against Brahmin domination. Government jobs were out of bounds for non-Brahmins in those days. However, it is ironical that the very same non-Brahmins who secured government jobs with the help of Kambli, later ignored him. The determined Kambli, once addressing a public meeting in Hubli had said that he would rest only on the day when Brahmin women toiled in farmlands like women from any other community. Seeing the fire in him, Chatrapathi Shahu Maharaj of Kolhapur took part in the non-Brahmins’ convention organised by Kambli.

Coming from a very humble origin, Siddappa was the child of Thotappa and Gangamma and was born in 1882. The couple would eke out their living selling blankets (Kambli in Kannada). With the blessings of Sri Siddarudha, Siddappa developed a yearning for Kannada and evolved as a person who believed in serving the poorer sections of society. At a time when Marathi dominated even the Kannada speaking areas of Hubli and Dharwad, Siddappa finished his primary education in the historic town of Lakkundi. He then went to high school in Dharwad and completed his Degree in Pune. He got his Degree in Law from Bombay’s Government Law College, and became a well-known advocate in civil and criminal cases. As time went by, he championed the cause of the downtrodden and set up many Kannada educational institutions.

Siddappa Kambli was elected as the member of Hubli City Municipal Council in 1917. In 1921, he became the legal advisor to CMC, President of Advocates’ Association, President of District Board (196-1918) and ultimately, he became a member of the Bombay Provincial Council. His service in each of these positions is quite remarkable. A primary teachers’ training college was established in Dharwad in as early as 1856. But, the government closed it down in 1922 citing austerity measures. Kambli saw to it that the college was reopened. Kambli’s words used to carry weight in government, ostensibly on account of his clean image.

He organised a non-Brahmin council in Hubli for the first time, and gained popularity beyond Karnataka. He was elected President of Karnataka Ekikarana Samiti (Unification Council) in 1926 and Karnataka gained a representation in the government after Kambli became the Education minister. The British were awe-struck by the style of functioning, studiousness and dedication of Kambli. The government was planning to close down the Karnatak College in Dharwad to save expenditure but Kambli adopted a tough stand, stating that he would resign as Minister if the college was closed.

He defended this action by saying that the college had not been set up with government funds, but with the money contributed by people. He said people would not spare him if the college is closed down. At his insistence, the government dropped the move to close down the college. The institution progressed into one that offered a high standard of education in later days. The founders of K.L.E. Society were making attempts to establish Lingaraj College in Belgaum since 1927.

However, the Chitpavan Brahmins were throwing spanners into the efforts as they feared that Marathi would lose its dominance if the college is allowed to be established. But, there was no Kannada-Marathi divide in Belgaum then and speakers of both the languages lived in harmony. Several meetings were held at Shivanand theatre for establishing the Lingaraj College. Late B.N. Datar, D.V.Belavi, B.K.Dalvi, Y.B.Nadiger, Basappanna Kankanavadi were prominent among those who were taking part in these meetings.

As part of the Centenary Celebrations of the KLE Society, a statue of Sir Siddappa Kambli will be unveiled on Nov 15th 2016 at 10.AM in the beautiful garden of KLE Society’s Lingaraj College, Belagavi.

Around the same time, the Governor of Bombay was furious over a student throwing a bomb in Ferguson College at Pune. Consequently, the number of admissions to this college was scaled down to 800 from 1,200. The college management was worried and sought the intervention of Kambli, who was then Education minister, to restore the student intake. In those days, there were no government grants for the colleges and the managements had to run the institutions from the money they collected as fee from students.

In the first meeting, Kambli sent back the management representatives saying that the governor was angry with the bomb-throwing incident and he would convince him once the tension died down. During the second meeting, Kambli asked the management to raise the issue of Lingaraj College in the Senate meeting and told them to lend their support to the issue. Accordingly, the affiliation for Lingaraj College was granted unopposed in the Senate meeting. Kambli himself was present in the meeting.

The decisive vote by Vice-Chancellor V.N.Chandavarkar ensured approval for Lingaraj College. Later on, Kambli restored the student intake of Ferguson College to 1,200 from 800. Accordingly, the first degree college of the K.L.E. Society began functioning in Belgaum in 1933. Befittingly Sir Siddappa Kambli presided over the inaugural function. Governor Sir Fredrick Sykes inaugurated the college. Kambli also played a crucial role in establishment of Karnatak University as well. He ensured inclusion of Karnataka University in the resolution for setting up of Pune and Gujarat universities. Kambli served as Vice-Pesident of the K.L.E. Society for two terms (1928-29 and 1943-45). He was responsible for the rise in reputation of the K.L.E. Society and his efforts and service were inspiring, to say the least.

The unification of Karnataka was a long-cherished dream of Kambli. Unfortunately, he became bed-ridden following a paralytic stroke and after six years of illness, he passed away in April 1956. His dream was to come true a few months later when the unified Karnataka emerged in November 1956. It is indeed unfortunate that Kambli was not alive to receive the honour due to him on the occasion of the unification.

The message of Kambli for the youth planning an entry into politics should be recorded for posterity. “You plunge into politics only if you have the means to maintain yourself and your family. Otherwise, don’t ever dream of entering politics. A politician without a secure and sustainable source of income will become corrupt,” was Kambli’s view. He felt that the progress of the country was being hindered by corrupt politicians.

The Hubli-Dharwad Municipal Corporation has installed a statue of Sir Siddappa Kambli and named a road after him. A bronze statue of Kambli has been installed on the campus of Karnatak College in Dharwad.

As the New Year approaches, each one is engrossed in planning to celebrate it in their own way and what better way to do this than to bring in the new year by burning the old man.

In Belagavi the Kamble Family from Khanapur Road Camp has been into making these old man effigies for the past 34 plus years.

oldman belagavi
Sashikala Kamble started this as another addition to the family income and now her family members who work elsewhere take out time for a week and make about 25-35 old man effigies from 2 feet to 15 feet.

Made of hay, bamboo and paper, the old man represents all the sorrows of the year gone by that are to be burned away before the new year begins.

old-man-bruning belagaviCommonly referred to as Mr. Old Man the effigy burning symbolizes the burning of all the gloom the previous year contained. Originating in Santa Fe, New Mexico, the tradition dates back to 1924.

This year the old man is up for sale here starting from Rs.600 to 2000 and already half of the effigies have been booked. The painting work would begin soon and all the old man effigies would be delivered by 31 afternoon.

You can find them near the Petrol Pump on Khanapur Road Camp.

After several days of discussions and rumblings, the six-month-old coalition government, headed by Chief Minister H.D. Kumaraswamy, allocated portfolios to eight newly inducted Ministers of the Congress on Friday, where Satish Jarkhiholi was allocated Forest, ecology and environment ministry.

The Forest, ecology and environment portfolio which was earlier held by R. Shankar, now dropped from the Cabinet.

Ramesh Jarkiholi, who has allegedly been meeting BJP leaders and not attending cabinet and party meetings was replaced by his brother Satish Jarkiholi.

As per reports, after consulting Congress president Rahul Gandhi, Karnataka in-charge K C Venugopal announced the ministries that have been allotted to the ministers.

City Bus drivers can you see Bus stops or you drive blind folded

First Published 28 Aug 2017
It is a rare scene to see a city bus stopping at the designated bus stop. The city of over 10 lakhs souls needs hundreds of Bus shelters but the city has only a few to count and the ones that exist are used by beggars and others to give themselves shelter.

Traffic policemen can be rarely seen forcing the drivers to halt at bus terminals for which they are designated and built.

A fantastic sentence written on every Japanese bus stop -Only buses stop here- not your time. But in our case the bus never stops at there is a bus shelter. The New bus stop at RPD with Cafeteria and wifi is useless if the buses dont stop at the stop and one can always see cars and bikes parked.

The scene at Gogte circle is always of chaos as the City Bus and also the inter city bus drivers stop just after the turn near Desai Building stopping all the traffic coming from Congress road and Basveshwar Circle.

The bus shelter is there about 25 mtrs away but these great drivers feel ashamed to stop at the Bus stop I guess.

Today as well the city bus stops somewhat away from the circle but again not at the bus shelter and caused a traffic chaos and at the same time another city bus coming from the over bridge rammed into a car and damaged it.

gogte-bus
City bus stopped near Desai building and an auto infront of it both cause huge jams at the circle

The police and the NWKRTC are never bothered to solve this basic issue even after years. There is CCTV cameras at Gogte circle have the police fined the bus drivers for this ?

This is RPD corner where very recently a new bus shelter with cafeteria wifi was installed there and constructed under the MLA funds of Abhay Patil. But what is the use of that shelter when the buses don’t stop there. I have seen at least two cars parked at the stop always. I request the MLA to speak to the NWKRTC about this. Earlier as well we had posted similar incidents.

Scientifically built Speed breakers needed

$
0
0

In the month of September, 2018 all the Speed Breakers from Sambra Airport to GIT college at Udyambag were removed for the visit of the President of India.

The PWD then on priority had removed almost all the Speed breakers in the city, but at some places, the need of the speed breakers is a must.

Speed breakers are used to slow down traffic near schools, hospitals so that children can cross the road more easily or senior citizens can cross at ease. They are also placed at entry points of bridges or narrow roads, to ensure that motorists reduce their speed.

While speed breakers can help in slowing down traffic and reducing high speed crashes, an unplanned or illegal speed breaker can be as much (if not more) dangerous than the high speed crashes it is trying to prevent. It is very common across India to see speed breakers being laid haphazardly.

As per the law, Speed Breakers must be used only in urban areas for minor roads and residential areas. Speed Breakers are NOT recommended on high-speed roads or highways outside urban limits.

speed breakersThere are many locations at which speed breakers should be installed so that speeding can be avoided which will also help in the smooth flow of traffic.

As per the Indian Road Congress guidelines, dated 12 June 1987, speed breakers must be placed on minor roads, only as follows:

Use of speed breakers is justified only in the following 3 circumstances:

1. T-intersections of minor roads with rural trunk highways, characterized by relatively low trac volumes on the minor road but very high average operating speed

and poor sight distances. Such locations have a high record of fatal accidents and as such a speed breaker on the minor road is recommended;

2. Intersections of minor roads with major roads, and mid-block sections in urban areas where it is desirable to bring down the speeds; and

3. Selected local streets in residential areas, schools, colleges or university campuses, hospitals, etc. Also in areas where traffic is observed to travel faster than the

regulated or safe speed in the area.

Other place where these may be used include:

1. Any situation where there is a consistent record of accidents primarily attributed to the speed of the vehicles e.g. when hazardous sections follow a long tangent

approach;

2. Approaches to temporary diversions;

3. Approaches to weak or narrow bridges and culverts requiring speed restriction for safety;

4. On the minor arms of uncontrolled junctions and at railway level crossings;

5. Sharp curves with poor sight distances; and

6. Places of ribbon development, where road passes through builtup areas and vehicles travelling at high speeds are a source of imminent danger to pedestrians.

What are the specifications for ideal speed breakers?

The Indian Roads Congress has suggested that speed breakers are formed basically by providing a rounded (of 17 metre radius) hump of 3.7 metre width and 0.10

metre height for the preferred Advisory crossing speed of 25 km/h for general traffic. It is mentioned that more humps be constructed at regular intervals depending

on desired speed and acceleration/deceleration characteristics of vehicles and that the distance between one hump to another can vary from 100 to 120 metres

centre to centre.
