Mahadayi row: Is BJP holding farmers to ransom?

By Vijaykumar Patil

By setting what apparently is an unexpected and undemocratic condition that the Bharatiya Janata Party will evolve a workable solution to the vexed issue of sharing rain-fed Mahadayi (called Mandovi in Goa) river water if voted to power in the May-2018 elections to the Karnataka legislative assembly, party’s national president Amit Shah seems to be holding the people of the State for ransom? In simple terms, what he has conveyed to the people in Kalaburgi during his two-day tour of the Hyderabad-Karnataka region in the State on Monday is: You give us your vote and we will give you Mahadayi water in return.

The question is: Will the BJP, heading the NDA government at the centre for almost four years now, continue with same allegedly partisan attitude towards Karnataka just because its party is not in power in the State but into the hands of its rival Congress?

Mahadayi in full flow near Krishnapur seen from Bhimgad Fort.
Mahadayi in full flow near Krishnapur seen from Bhimgad Fort.

The water-starved farmers and residents of Karnataka, particularly of North Karnataka region have been agitating for early solution on sharing Mahadayi water to meet their irrigational and drinking water needs for more than two decades. The dispute escalated further due to the alleged delay by the Mahadayi Water Disputes Tribunal in delivering its verdict with farmers launching an indefinite agitation in Nargund of Gadag district on July 16, 2015 and impatiently waiting for the long elusive solution. The New Year eve (Dec.31, 2017) was just 900th day of their continued agitation – one of the longest driven farmers’ agitation in the recent history of the country, indeed?

The Karnataka government claims that there was around 200 tmc of water available in the Mahadayi river which drains waste into the Arabian sea while the State seeking only divert 7.56 tmc of water through the two Kalasa-Banduri Nala projects into the water-deficit Malaprabha river (a tributary of Krishna river flowing through the north Karnataka belts) to meet the drinking water and irrigational needs of the people of parched areas in North Karnataka region. However, though the Goa has been disputing the claims on availability of water and opposing the diversion of water on the grounds that it would impact the ecology of its State nestled along the Western Ghats, the present Chief Minister Manohar Parrikar issued a letter assuring that it would not object.

It was in July, 2002 that Goa made a request under Section 3 of the Inter-State River Water Disputes Act, 1956 (as amended) for constitution of the Tribunal Act for adjudication and decision of dispute. With the Goa government allegedly no willing for a negotiable settlement, the Cabinet considered in its meeting held on 10.12.2009 and approved the proposal of constitution of Mahadayi Tribunal and the government constituted MWDT vide notification dated 16th November, 2010, according to the information available on MWDT website. Subsequently, the MWDT members physically inspected the various sites of Mahadayi and Malaprabha basins. The final hearing was held recently and the Tribunal is expected to deliver the verdict before August this year.

The agitating farmers and the Karnataka government both have been requesting Prime Minister Narendra Modi’s intervention to find out an early and out-of-the-court solution for the last three years, but the latter tossed the ball back into the court of the Congress government advising it to evolve consensus among Congress units in all the three riparian States of Karnataka, Goa and Maharashtra. Thus, there is a visible stalemate with both the Congress and BJP indulging in blame-game, coming in sharp contrast to the expectations that the Prime Minister would gift at least an interim solution during his recent visit to the Bengaluru.

Now, when Mr.Shah says that his party will evolve a solution if voted to power, the farmers wonder and suggest that BJP in power at the centre and in Goa and Maharashtra could have solved the problem three years ago itself. What prevented him from pursuing the Prime Minister to intervene and ensure at least an interim relief to the water-starved people of North Karnataka, which overwhelmingly supported the BJP both in the last assembly and parliament elections? By saying that the BJP will solve the row if the party came to power, it is only making it clear that it would continue with the status-quo unmindful of the fact that the issue is before the tribunal and that it would now be resolved only by it whereas not by one State government. Yet, all the three riparian states and the centre had the opportunity to do their bit by finding an amicable solution, which they stand missed out now in protecting their political interests. In other words, the farmers have to wait till the MWDT delivered its verdict.

It is not that the BJP stands out exception here. Almost all parties have been wittingly or unwittingly laying out such conditions to the gullible voters/people promising solutions to the existing problems and development works if voted to power. But, how the farmers of the region will take Mr.Shah’s stand at the hustings in May vis-à-vis Mahadayi dispute is a matter to be wait and watched!

Belagavi ki Holi

The best thing about any festival is the celebration itself and if it can be done twice, all the more better and merrier. Belgaumites experience these double celebrations during Holi when half the city plays the colours the day after Holi and the rest do so after five days, on Rangpanchami day.

Belgaumites are extremely courteous, peace loving and earnest people. Belagavi witnesses preparations for Holi days in advance when the tiny temples of Holi Kamanna, situated at many small bylanes and even a big one sharing the wall with Shivaji Garden, get a facelift with whitewash.

holi belagaviKids eased out of exam tensions wander around town with the sharp (but irritating at times) ‘timki’ in hand. One can be amazed at the accuracy and variety of ‘taals’ that they produce from this small percussion accessory! They move around residential and commercial localities and collect donations for the burning of the Kamanna effigy. Some really smile-inducing cuss words from these kids forms the key to loosen their purse strings!

holi-dahanholiHoli day witnesses the sounds of the timki reaching a crescendo and by evening the ritual of burning the stack of wood and dried tree branches symbolizing evil, is done. People offer puran poli, (which is a delicacy for this festival), to this fire as an offering to appease the fire Gods. Traditionally made from flour, horse gram and jaggery, it is now even prepared with Tur dal and sugar for purpose of ease. At some places like the Balaji Temple in Shahapur, this ritual is carried out in the morning and the embers burn for more than one day.

Traditional market areas like Shahapur Khade Bazaar, Maruti galli, Ganpat Galli are strewn with make-shift stalls selling powdered colours of all hues, especially red, yellow, blue, indigo and pink. Saree colour that stains your hands for days is much in demand, but many people are turning to the safer organic dry colours that don’t harm your skin or eyes. Also on display are attractive pieces of pichkaris, mostly in the shape of guns.

Tiny balloons that can be filled with coloured water and used for splashing are also on sale. This sale is in preparation for the next day, called dhulwad. Except Shahapur, Vadgaon and Angol, the rest of the city plays with colours on the day after holi. This results in people from the former areas to be confined to their homes. The reverse happens on the fifth day ( Rangpanchami) when these areas celebrate with colours and hence the working people have to leave homes early to avoid being smeared with colours. For years, this dual celebration has continued with no one thinking of unifying the same on one common day. Perhaps that is the unique attribute of our city!

A new trend seen of late is that of stripping the clothes of the passersby and hanging them on the overhead electric wires. Notorious for this phenomenon are areas like Deshmukh Road and SPM Road.

holi-belagvi The whole city is awash with colours with even women venturing out in groups, knocking on friends’ doors and pulling them out. Many groups move about the city on bikes, shouting and enjoying the anonymity that colour-smeared faces offer. Many houses offer savories like Bhajis, samosas or wadas to friends who visit. By noon, the energy levels dip and people get back home to attempt washing the colour off their skin.

One more new trend is the Holi organised on Grounds mainly by Politically affluent citizens and there is nothing wrong this as it becomes a place where all meet, color each other, dance and share the joy of Holi.

Holi in Belagavi stays true to its motive of burning off evil and merging all sections of society into one cauldron of colors. It also marks the beginning of pre-monsoon showers, heat and dust, heralds the coming of a new year, mangoes and everything cool. The weather is symbolic of India – warm, full of smells – of blooming flowers, sweet food, humid air and lots of smiles to perfect the arch of this wonderful rainbow.

Belagavi Ashwathama Temple unique Holi celebrations

The temple, that houses the idol of the cursed mythical warrior, and is located in a narrow Pangul galli off Ganpat galli in the heart of the city, is believed to be the second in India. Devotees perform ‘lotangan’ (urulu seve) to pay their respects to the epic character of the ‘Mahabharata’ on the occasion.

File Photo

In Pangul galli, a large number devotees performed “Lotangan puja” (“urulu seve”) at Ashwathama temple. It is believed that people do the Lotangan after their wish has been granted by the lord. The temple in the narrow street of Pangul Galli houses the idol of the cursed mythical warrior. A large number of devotees made a beeline to perform the lotangan, even as onlookers kept splashing ‘gulal’ on them.

People pay obeisances to Ashwathama, the mythical warrior

A special pooja is also performed and the temple committee distributed prasad. However, not many visit this shrine during rest of the year thanks to the curse attached to Ashwathama, who was believed to have killed the sons of the Pandavas. It is believed that seeing the idol brings bad luck.

The many colors of Belagavi’s Holi

Few countries in the world celebrate a festival with as much fervor across the country as Holi is in India. And to make things special, Belagavi is one city which celebrates it not once but twice, in a matter of a week.

Belagavi’s Holi is special mainly because of its geographic demarcation. While ‘Belagavi’ celebrates it the day after Holi, the areas coming under the erstwhile Sangli presidency, ie. Shahapur, Vadgaon and Angol celebrate it on the fifth day, ie. The Rang Panchami day. This makes matters curious.

holi belagavi

On one hand, kids and the youth experience double the joy, the common-folk and the women face problems on both days for they cannot move out. You have known many households where the school going kids and the working men have left home early to cross the ‘border’ and move to the other side on respective days!

holi belagavi
Photo: Manish Khapare

It all sounds funny now, but we have had exams, even SSLC ones, on days when it was played in Shahapur-Vadgaon-Angol. Belagavi’s Holi fever begins days in advance when Ganpat Galli, Shahapur Khade Bazar and Kirloskar road see road-side shops displaying ‘Pichkaari’ masks, small balloons, colors- dry and water based, weird wigs, drag costumes and other paraphernalia associated with playing with colors. Kids duly purchase new pichkaaris every year.

Of late, a lot of awareness has been created about not wasting water and hence many prefer dry colors. Gone are the days when ‘saree colors’ or ‘Khadi color was the norm, especially in Shahapur-Vadgaon where many saree factories were located and this color was easily accessible.

holi belagaviCome D-day and you’d wake up with crackles of laughter of kids and loud sounds of bikes zooming on the roads. Every youth turns a macho man behind the anonymity of color smeared on his face. Riding triple seat, throwing balloons on unsuspecting people on the roads and shouting loudly is the staple of the day. Deshmukh road, RPD cross has seen scenes of hundreds of shirts being hung on overhead electricity wires, clothes stripped from bikers as they pass by. However, this trend has somehow died down of late. If men are on the streets, women are not far behind. Knocking doors and pulling friends out, they enjoy in their very own way.

holi belagavi

The new trend of having public Holi celebrations has helped aggregate people at one place with music to boot. The police also clamp down the festivities after 1.00 p.m. enabling many office-goers to move freely post-lunch. There are places in India where Holi is played for days together. One day or many, Holi brings joy and leaves memories behind. Stains notwithstanding.

Adv.Harshvardhan Pramod Patil had given a complaint to Honorable Central Minister Maneka Gandhi and Animal welfare board of India regarding illegal slaughter house in Belagavi in 2017.

On 1/10/2017 first FIR was registered by Harshvardhan Patil regarding illegal slaughter house with the help of AWBI. 13 Bovines were rescued after which that slaughter house was shut down.

After that another attempt was done against illegal cold storage house in Autonagar Belagavi, which was foiled due to the intervention of other political persons and highly influential Storage owners according to the BJP leaders.

Anganwadi system needs major revamping – Maneka Gandhi

The present Anganwadi system needs major revamping and the Anganwadis must be restricted to pre-school, play, education and shouldn’t  be used for serving food opined Smt.Maneka Gandhi, Minister for Women & Child Welfare, Govt. India. She was speaking after inaugurating the Pediatric Intensive Care Unit, Human Milk Bank, ‘Amrutha’ and Pradhanmantri Janaushadhi Kendra at KLES Dr. Prabhakar Kore Hospital.

She stressed that serving food through Anganwadi has not improved the Nutritional status of the children. The food being served to children at Anganwadis is not palatable and majority of the children either don’t eat the food or waste the food said Smt. Gandhi. She shared success story of Uttarkhand state wherein 30 nutritional packets per month are sent to children homes which can be made tasty and palatable by mothers and children eat and enjoy it. It has also remarkably brought down the corrupt practices of food being stolen by middlemen. The policy of sending nutritional packets to homes through Aadhar linking is awaiting approval of NITI Ayog, soon it will be implemented said the minister. Aadhar linking of Anganwadi children has reduced the bogus presence of 3 lakh children in Assam & 11 lakh children in Maharastra. She batted for traditional food and millets to be given in abundance to children.

Maneka Gandhi-6 Diet and Nutrition should be major part of curriculum in Medical Colleges and every patients must get education on nutrition said Smt. Gandhi. She also called on the people to be aware of milk and milk products before being consumed as it may contain harmful chemicals. The Government of India is promoting Institutional deliveries to reduce infant and maternal mortality rate. She congratulated Dr. Prabhakar Kore and management of KLE Society for establishing State-of-the-art Hospital. Dr. Shiv Prasad Goudar, researcher of KLE Academy of Higher Education presented impressive work done in the field of Women & Child Development.
