Abandoned vehicles being seized by Traffic police

belgaum-mushapiri

The traffic police is on a drive to seize vehicles abandoned on the sides of the streets which have not been attended to for many days.
As per Section 127 in The Motor Vehicles Act, 1988 any motor vehicle is abandoned or left unattended on a public place for ten hours or more or is parked in a place where parking is legally prohibited.
Speaking to AAB, Traffic CPI Javed Mushapiri said that in the past week 5 vehicles were seized and then were released after a fine was imposed on the owners. We are acting upon specific inputs of vehicles being parked at the same place which are unattended for days together.”

If a vehicle is seized the owner will have to show all the valid documents and pay a penalty and get the vehicle released. Many a times such vehicles can also be utilised for illegal activities.

127. Removal of motor vehicles abandoned or left unattended on a public place.—1[

(1)Where any motor vehicle is abandoned or left unattended on a public place for ten hours or more or is parked in a place where parking is legally prohibited, its removal by a towing service or its immobilisation by any means including wheel clamping may be authorised by a police officer in uniform having jurisdiction.]

(2)Where an abandoned, unattended, wrecked, burnt or partially dismantled vehicle is creating a traffic hazard, because of its position in relation to the 2[public place], or its physical appearance is causing the impediment to the traffic, its immediate removal from the 2[public place] by a towing service may be authorised by a police officer having jurisdiction.

(3)Where a vehicle is authorised to be removed under sub-section (1) or sub-section (2) by a police officer, the owner of the vehicle shall be responsible for all towing costs, besides any other penalty.

When dreams ride on wheels

This Sunday, I was at Khade Bazar and saw a heavy rush at the Karlekar stores that sells cycles for ages. Not an unusual sight, I thought, for Belgaum has been buying its wheelies from them, as did my father decades ago. What struck me was the profile of the buyers, almost all kids with parents in tow, especially mothers who were touching and feeling the cycle and the dads merely glancing from a distance. The kids were mostly interested in the color and the ringing of the bell. A cycle shop is not just a cycle shop, it sells dreams on two wheels. Come to think of it, buying a cycle is a cherished dream for every kid, even if he otherwise commutes in his dad’s expensive sedan.
What is so magical of riding and even owning a cycle in childhood? It all begins with envying the neighboring kid’s cycle- red, with attractive stickers, carriers and the stuff. He struggles with it at first and then whirls around on his treasured position. Most cycles are bought after that universal sentence is uttered “ I also want one”. The parents see you gawking at the cycles, sometimes bribing that other kid for a ride, falling down and then shedding those copious tears. At least middle class homes experience this rite of passage. Finally the dad picks the gauntlet thrown at him: “Learn to ride, then we’ll see”.

Now he thinks he’s bought some breathing time. But no! The kid has already started hopping onto any cycle that becomes available to him. Years ago, we all learnt to ride a cycle on grounds like the one at Chintaman High School, RPD college ground, Military Mahadev ground or even the one besides Triveni hotel would be the one. Practice was carried out on roads on cycles hired from Cycle Renting shops at Rs.2 per hour or so. Keeping log of time was fun. I’d ask the shop owner the time after every alternate round. It was not easy to hoist oneself on the seat after pedaling for a while since the cycles were almost always quite tall. Then came the BSA bicycles, red, with tyres that had white rims, silver logos stuck on the pipes. That and the tiny ones with thick tubeless tyres and if you were really lucky, then the tricycle. We have an old B/W picture at home of my eldest uncle ( now 82) riding what looks like a giant tricycle, specially made for him then. He sits on it like a king on a throne, yes it’s that huge. Then came those colourful ones with danglers on the handles, with a sweet little bell and cushion seats., some even with scope for a pillion rider.

What is so fascinating about a cycle, even a tricycle, is the sense of freedom. See, even kids love freedom. It gives wings. It enables the kid to move ahead with speed. It earns him envious glances from other kids. The cycle is his treasure. At his age, the kid experiences a sense of owning property, which is only his. He will clean it almost every day, rubbing the tyres with a toothbrush and scraping that imaginary speck of dirt. A nephew of mine, all of 8, has devised a way to fix LED light where the headlight is placed in bikes. The battery hides on the pipe. He whirrs along the street for hours and enjoys the glances that he gets from total strangers. It’s his own happiness. The cycle is his world and he cares for it as much as he cares for his older brother. With cycles as tall as 3 feet now coming with side wheels, kids today don’t need dads to hold them while they learn. They’ve perhaps robbed the dad of the joyous experience of letting the hands free and still assuring the child that he is holding. A cycle gives you these moments of joy.

A ride with your friend on his tiny cycle is heavenly fun. To be able to ride ‘double seat’ is proof that I’ve arrived! I am able to carry others. Is’nt this a great confidence booster? A cycle teaches independence, it has to be mastered. It needs care. Then it serves you for years. Having a flat tyre is an eventful happening. Tales of carrying the punctured cycle to the shop and observing the guy there searching the hole by dipping the tube in a bucket of water are told and retold. I always wondered what ‘Vulcanizing’ meant, and why was it spelt differently everywhere. It is a lesson in science and an experience of a lifetime.

Cycles speak a great deal about the personality of the owner. Stickers tell the owner’s taste. I changed the sticker on mine almost every week. Anything that looked shiny and colorful can be stuck. Even ‘Live Life Kingsize’! Ever seen a child performing ‘pooja’ of his cycle on Amavasya or Dasara? He will be an avid biker. A cycle to school is such a strong feeling. We rode over the bridge and struggled on the elevation, all of us weighing somewhere around 30 kgs. then. School parking lots are a treat to the eyes. Look at the riders with a pillion rider dangling his legs and the two talking. Look at the one who has his friend on the bar. Girls with bags perched on the carriers, daintily riding in their uniforms, chatting in groups. You can distinguish the ‘Just got this gift’ riders from the ‘I’m riding for fun’ ones and those who just love to whizz past lanes, not worrying about traffic rules.cycle-kids-2

Every child who has ever owned a cycle has tales of that treasure to be told to friends and children. Every family has photos of kids proudly posing on a cycle, as though it’s nothing short of a Harley. Some even keep these cycles as cherished memories. Bring out those albums. Relive those cycle days. Smile and wave at a kid who rides his dreams on wheels.

Lawyers burn CM’s effigy – KAT demand

ADOCATE

Advocates burnt the effigy of CM Siddarmaih today at Chennamma circle. The advocates are demanding the setting up of a Karnataka Administrative Tribunal bench in Belagavi. Lawyers have been on dharna at the premises of court, demanding the establishment of Karnataka Administrative Tribunal (KAT) in Belagavi.

Yesterday the advocates had rampaged the DC office on the same demand and have boycotted the work for the past 4 days.

The advocates, who boycotted court proceedings, have decided to go ahead with their indefinite agitation till their demands are met by the state government.

In the month of July, advocates had sat on dharna in the premises of district in-charge minister Satish Jarkiholi’s residence in Hanuman Nagar. Dharna had only withdrawn after the minister assured about bringing the issue to the notice of the CM.

The biggest district with three revenue sub-divisions, two educational districts and eight district level courts, Belagavi district with over 50-lakh population has highest number government employees. Thus, government must establish KAT in Belagavi.

vivek-pawar-belagavi

by Biswajit Baruah

Mr Vivek brings in 20 years of industry experience in varied functions of General management, Operations, Program Management, Customer Relations and rich experience in Mixed Signal and Analog Product Design, System on Chip (SoC) Development including firmware development.

In his entire speech, Mr Pawar stressed on the facts which makes a better entrepreneur. He said, “there should be no compromise on values and integrity of a person as an entrepreneur. The values and integrity are the deepest convictions which helps a person to succeed even during his tough times.”
He also focused on team work as a means of collective effort to surge towards success. Mr pawar Insisted on making a small team to start with, but engrossed totally on ethical values, which will not only make a good foundation of any company but will also help to survive the tough times in the industry.

Mr Pawar, further adds that mentor-ship also plays an important factor to the success of an entrepreneur as an individual, because it’s the correct guidance not only in failures but also after success, which matters a lot. He stressed on having mentors in life as he says that he was guided by many mentors in life which proved to be really a boon to his success.

He highlighted a very important point during his speech, that we always do look for successful people, to get inspired and move ahead with a successful life, but there is a lot to learn from people who have failed in life. A successful person will always tell, what are the mantras for success or rather what we should we do for success, but a failed person at the same time will tell what not to do to avoid failure and get success. As human beings we are always prone to mistakes and we do learn from mistakes, but there are few people who in fact tell us the ways to avoid mistakes to go ahead in life.

Mr Pawar in his enchanting address also told about how to create an ecosystem of positivity and success. He stressed on building a positive ecosystem by keeping positive people who support you at all times, for these are the people who really uplift you during bad times and at the time of need.

He further underlined the need of leadership traits, and told that the quality of leadership is very important in life and also in the industry.
Explaining about two kinds of leaders – born leaders and made leaders that we come across many people in life. There are some who have leadership traits right from childhood, they have lead their class, school, colleges and later have hold leadership positions in their career flied. At the same time, there are people who become situational leaders. This genre are the people who act according to the situations and perform good leadership when and where needed. They may not have taken such responsibilities always in their life but when needed and may be when they feel motivated they have shown their full worth and skills of leadership.

He said a very important thing on situational leadership. Situational leadership can prove very vital if it can be tapped and groomed.

He stressed on the following qualities to be brought in an individual for leadership :

  1. Initiatives
  2. Communication
  3. Vision

Taking a step or initiating a step in any sphere needs courage and determination. As a leader one needs to take the risk to initiate or rather initialize.

Communication plays an important role, one needs to know what to speak how to speak. Until you communicate, the person in front of you wont know what are your views. In order to relay one’s views one should speak, one should communicate.

Vision – Most people do show blank faces when asked how do you feature yourself say 5-10 years from now. A leader always have a vision, he dreams and he visualizes, he makes plan for his upcoming ventures, which keeps him motivated always.

Challenge is a factor which Mr Pawar described in a different perspective. Whenever a challenge comes, people do have sense of insecurity regarding their success or maintaining their level of success, but if challenge is taken in a positive way it may prove to be the next level of success. He stressed on having people around, who can challenge, so that it can motivate us to always keep ahead of the challenger which in fact not only will help us to have a positive impact in our life but at the same time, it will make us a better person on competing levels, from the one that we were yesterday.

Mr Pawar marked some important points, which are needed for companies to succeed :

  1. Technical excellence
  2. Commercial excellence (Business leadership)
  3. Execution leadership

He further said a very important point,

Opportunities come every day, if you are clear about goals, you can open the required door of the opportunity that knocks your door”

On being asked what traits, he looks for in his partners at work, he encircled the following :

  1. Challenging
  2. Qualities better than self
  3. Complimentary
  4. Good corporate communication

He says, that he always takes some time on deciding on a partner, he believes that it takes time to understand a person personally and professionally to make him a partner.

On the Mentor and Mentee relationship, Mr Pawar lastly added that it’s the duty of the Mentee to make a better and sustainable relationship with the Mentor. The Mentor is always there to help, but it really depends on the Mentee mentality how he utilizes the time, the opportunity and learn from the Mentor.
