Woman from Peeranwadi charred in car as it catches fire at Amboli

Dundappa Padmannavar a resident of Peeranwadi was headed towards Sawantwadi along with his wife in his Wagon R car. But unfortunately, the car caught fire in which Dundappa’s wife was burnt to death while he sustained injuries on Wednesday.

Sources say that this car had a minor accident near the falls when it hit another car but after a while the car caught fire and the car was turned into ashes.

Dundappa was able to jump off but his wife who had the seat belt on could not remove it and was burnt in the car.

Cantonment board approves land for Multi Level Car parking

The Cantonment board in its board meeting approved the proposal for setting up of a Multi-Level car parking on Lodge Road near Benyon Smith school.

Brigadier Rohit Choudhari yesterday took charge as president of the Cantonment board Belagavi and in his first meeting, the approval for the multi-level car parking was accorded.

The Belagavi smart city ltd had requested for land to construct a multi-level car parking. They needed land near the main city market and hence this location near Dharmveer Sambhaji Maharaj chowk will be an ideal one.

Now after this approval for the construction of a multilevel car park on the 37 gunthas land, the proposal will be sent to Southern Command for approval.

Once that approval is given the tender would be floated and work would be commenced later.

Abhay Patil to introduce two private member’s Bill in Assembly

Abhay Patil will introduce two Private member’s bills today in the Legislative assembly one for establishing an IT park and another for establishing a Historical and Archaeological Park which will depict the history and culture of India and will have a miniature of all the best monuments.

Abhay Patil has identified government open land of 745 acres along Pune-Bengaluru National Highway from Survey No 1304 to 1349 near Kanbargi for establishing IT Park. This was first taken into consideration for the Suvarna Soudha from the Military but SVS was shifted to Halaga and this land now is in the name of the State Govt.

What is a private member’s Bill?

Individual MLA’s may introduce private member’s Bill to draw the government’s attention to what they might see as issues requiring legislative intervention.

An MLA who is not a minister is a private member and while both private members and ministers take part in the lawmaking process, Bills introduced by private members are referred to as private member’s Bills and those introduced by ministers are called government Bills.

Private member’s bill’s purpose is to draw the government’s attention to what individual MLAs see as issues and gaps in the existing legal framework, which require legislative intervention.

While government Bills can be introduced and discussed on any day, private member’s Bills can be introduced and discussed only on Thursdays.

To Minimise Footfalls at Stations Railways Hike Charge of Platform Tickets to Rs 50

In order to regulate unnecessary crowding at stations, as a temporary measure, all Divisional Railway Managers (DRMs) are requested to raise platform ticket prices to Rs 50 at important stations (dealing large passengers/visitors rush). It is only a temporary increase. Prices can be restored when the situation permits.

As a preventive measure against novel coronavirus (COVID-19), the railways on Tuesday increased prices of platform tickets from Rs 10 to Rs 50 for 250 stations in the country to minimize the footfalls at the stations.

Dr Prabhakar Kore elected Chairman of Board of Management KLE Society for 8th Consecutive Term

In the first meeting of the newly elected Members of the Board of Management, KLE Society at the organizational Head Office, Belagavi, Dr Prabhakar Kore has been unanimously voted to continue his work as Chairman, Board of Management, for the 8th consecutive term.

Speaking on the occasion, Member of Board of Management, KLE Society and Chief Whip, Government of Karnataka, Shri Mahantesh Kavatagimath, MLC expressed absolute faith in the leadership of Dr Prabhakar Kore. He opined that the growth of KLE Society into an organization of international repute in education, healthcare and research has largely been an outcome of the vision of Dr Kore. Shri Kavatagimath stated that Dr Kore has brought the best of educational practices, expertise and infrastructure to Tier II cities and villages in Karnataka and Maharashtra, thus transforming the educational landscape in the region.

Speaking on the occasion, Senior Medical Practitioner, Dr H B Rajashekhar praised Dr. Kore’s resilience and determined efforts which have enabled several projects see the light of the day. “His leadership and ability to inspire others to pursue the mission of the organization with single-minded dedication is unparalleled”, he said. Dr Rajshekhar attributed the growth of the organization from 38 institutions to 270 institutions to the foresight of Dr Kore and his ambition to take the best of education to the common man. He made special mention of Dr Prabhakar Kore’s role in conceptualizing and implementing a series of healthcare setups with a combined capacity of over 4000 beds including 1700 Charitable beds, thus making KLE one among the largest providers of quality healthcare services in the private sector in the region.

Excessive and unfair property tax increase in Belagavi Cantonment

The residents of Belagavi Cantonment are profoundly shocked at the unprecedented, unparalleled and savage increases in property taxes proposed by Shri Barchaswa, the new Cantonment Executive Officer.

What has hurt everyone very badly (and, according to the Sakal Newspaper, in just 19 days, the CEO has received 500 objections to his proposed property tax increases) – is that the proposed tax increases which are as high as 3469% and 2026% (for St. Paul’s School), 1623% for St. Joseph’s School, 1052% and 774% for B.K. Model School), 2328% for a renovated bungalow, (B.C. 62, which has reduced its old plinth by 10%!), is that these astronomically high tax increases have hit us in the worst economic situation that this country has faced since 1991 when almost all sectors of the economy have lost ‘the josh’, and when Belagavi’s shop keepers and households are finding it extremely difficult to make ends meet.

The Cantonment resident welfare association have explained the difficult economic situation to Shri Barchaswa on two occasions when their delegation gave him two representations and met him in his office.

The proposed quantum hike in property taxes in Belagavi Cantonment is unprecedented, unparalleled and savage.

1) Unprecedented: Belagavi was captured by Col. John Munro on 10th April 1818 and had a Cantonment formed on both its eastern and western sides by Government Order 99 of 1831.

In the past 202 years of its history, Cantonment taxes have been increased ‘pari passu’ with the increase in the income level of the people in this small town. In many years (as during the famine years, and the Plague years,) the British did not increase the taxes at all and even waived taxes.

Never once in the past 139 years of Belagavi ‘Cantonment’ has any CEO (British or Indian), ever attempted to increase tax by more than 10-15%. This is because incomes in this small town never increased by more than that rate.

Hence, these proposed tax increases are unprecedented.

2) Unparalleled: There are 62 Cantonments in India. It has not come to notice that any Cantonment has proposed property tax increases of any such magnitude. Indeed, on the Internet, we learn that in Chennai, the St. Thomas Mount Cantonment Board, on 19th November 2019, increased property tax by only 3.5% for residential units and 7% for commercial units. Pune Cantonment has increased taxes by 5%. So has Secunderabad Cantonment.

In fact, the Ministry of Defence has once already cautioned against any “quantum jump in the leviable tax” and advised taxes to be proportionate to the civic amenities provided and taxes be comparable to those in the neighboring municipality.

The Belagavi City Corporation has only increased property tax by 15% (with a 5% discount for payment in April).

3) ‘Savage’: A tax increase may be called ‘savage’ if it increases taxes on commercial establishments to their breaking point, heaps exorbitant taxes on State-aided educational institutions run by not-for-profit Societies, which derive no income for the Society whatsoever, but who have been serving the poorer children of Belagavi for even up to 188 years (Beynon Smith School was started in 1832).

Is this taxation of schools legal? According to Sec. 111 (2)(b) of the Cantonments Act, 2006, State-aided (as opposed to private) Schools are exempt from paying taxes.

Is this fair? The Societies that have been rendering yeoman service to the children of Belagavi are experiencing acute financial distress and do not even have funds to replace broken glass panes or paint the walls of the classrooms.

If they are burdened with such exorbitant tax increases how will they survive – and then how with the 2000 odd school children that each school has at present be educated in the future if these Schools close down?

Even family-run small shops are finding survival in the present economic slowdown difficult. The Covid-19 health scare has made survival even more difficult. Any more tax will be the straw on the camel’s back. A number of shops in Cantonment will have to close down permanently.

How can one think of building his own career on the ruins of another family’s business? And what about the unemployment this move will generate?.

CBB has also targeted clinics – cardiac care clinic (Rs. 2,490/- increased 2008% to Rs. 50,000/-) and children’s hospitals.

He has even targeted bungalow owners who have repaired and renovated their bungalows. He obtained a Supreme Court Order, by which the Cantonment Board was ordered to accord permission within three weeks to him to reconstruct his bungalow since the owner had proposed to reduce, not increase the plinth area of his bungalow by 10%. Now, CEO has proposed to increase his taxes from Rs. 6,700/- to Rs. 1,56,000/- i.e., by 2328%! Is this not vengeance in the guise of taxation?

Shri Barchaswa has informed the Press that he has been directed by the C.A.G, how to go about his tax increases.

C.A.G.’s role is to audit Central Government accounts, detect mistakes and raise objections. CAG has no role in formulating tax policy.

Further, even if we assume that someone from the CAG’s office has directed Shri Barchaswa to take such a quantum leap in taxation, then why has the CAG not done the same for the other 61 Cantonments in the country? Why target the people of Belagavi Cantonment? What have they done?

Belagavi Cantonment’s population count in the last census had dwindled to just 19,000 (from 25,000 in the previous census). This means that there are roughly 4750 families in Belagavi Cantonment. There are 1250 shops or businesses (of which 25 are non-taxable as they have crumbled to dust). 190 bungalows, (of which 7 are in a completely derelict state).

How can such a narrow tax base support the massive expenditure of a Cantonment that spreads over 1776 acres?

The Cantonment Board spends a staggering 1 lakh per month to maintain the gardens on both sides of just one road (Thimayya Road) which is landscaped for nearly Rs. 2.5 crores. It spends Rs. 35,000 per month for just one park, (Sharquat Park) and Rs. 17,000 per month on maintaining a small garden near the Old Post Office.

The residents appealed to see if Belagavi Cantonment can be persuaded to follow all other Cantonments and the adjoining Corporation in increasing taxes by a reasonable figure of 5%-10%.

Indeed, the SFC grant by the State Government to the Cantonment Board has been restarted and the 15th Finance Commission’s recommendation for providing GST compensation to Cantonments has also been accepted by the Union Finance Ministry, so the financial position of all Cantonments will be strengthened.

One arrested for spreading fake news of one is COVID19 positive

A youngster from Belagavi has been taken into custody for making fake news viral on social media alleging that one person is admitted to KLE hospital and is infected by COVID19.

The Whatsapp message was quite viral that the resident of Gandhi Nagar has been admitted to KLE and is COVID 19 positive.

Meghan Kanbarkar has been arrested for spreading fake messages. Meghan is the Cousin of Suraj Kanbarkar whose photo was made viral with a text saying he has been admitted in KLE and is COVID 19 positive.

As of 20-3-2020 no COVID-19 positive patient has been identified in Belagavi district as per the district authorities.

Section 144 imposed to avoid local transmission of Coronavirus

Deputy Commissioner Dr. S B Bommanhalli has issued prohibitory orders under Section 144 of the Code Of Criminal Procedure, 1973 and “The Karnataka Epidemic Diseases, COVID-19 Regulations, 2020” (12) across the district, until March 31. Unless there is public support, it is not easy to control the spread of Covid-19.

Section 144 of Criminal Procedure Code (CrPC) imposes power to the executive magistrate to restrict particular or a group of persons residing in a particular area while visiting a certain place or area. This move was implemented to prevent a danger to human life health and safety and to ultimately slow down the spread of COVID-19.

urrently, all arrivals in the district especially international arrivals even if asymptomatic have been isolated and the close watch has been kept for 14 days.

All interstate buses to Goa and Maharashtra including maxi cabs, trax, private bus operations, heavy passenger vehicles have been canceled as per the order of the DC Belagavi

Janta Curfew on Sunday: All hotels to be closed

The members of THE BELGAUM HOTEL OWNERS ASSOCIATION assembled at hotel Keerti regarding measure s to be taken for prevention of spreading of corona Virus etc, especially Janata curfew today.

It has been decided to follow the instructions and directions of the prime minister Shri Narendra Modi to keep all hotels and restaurants closed on Sunday 22nd March 2020 as part of Janata curfew.

Many associations have also given their nod for taking part in the Janta Curfew.

Liquor Bars in Karnataka to be shut until March 31-CL2 MSIL shops remain open

All bars and restaurants, clubs, country liquor shops will remain closed from 4 PM March 21 to March 31 in the state of Karnataka.

These include all licenses issued by the Excise department viz. CL(2) MSIL outlets, CL4, CL(6A), CL7, CL7(c), CL(8),CL(8C), CL(8B), CL(9), CL(14),CL(15), CL(17), CL(18), wine taverns.

CL2 and MSIL shops will remain open. 

The Excise department has issued this notification and would be applicable to the entire state.

COVID-19: Restaurants to offer only take-out service

The Karnataka government has issued an advisory to all hotels and restaurants in the state which fall under the Municipal Corporations in the wake of the coronavirus pandemic.

The order limits and all the other regions with municipal corporations in the state, to close dine-in facilities starting Sunday till March 31.

Restaurant kitchens can, however, be open and people can order via food delivery apps.

This order was first issued to be limited to BBMP limits only but now has been extended to all the Municipal Corporations in the state.

Health Department had issued an advisory for the people, asking them to avoid going to restaurants to eat and rather switch to getting food delivered to their homes.

Irshad Soudagar of Niyaaz group of hotels said we will be open for Takeaway and door delivery and via apps, But our dine-in facility has been closed from Saturday night at all our outlets.

Girish Pai said all Pai bakery takeaway outlets will remain open until further information except on Sunday 22nd. Also, we are planning for a mobile bakery outlet from Monday 23rd on-wards if possible.

On March 13, after a detailed discussion with health officials, the chief minister had directed the closure of all malls, multiplexes, pubs and nightclubs, summer camps, swimming pools and suspended sporting events, marriages, exhibitions, seminars and conferences across the state for a week. This lockdown was then extended to March 31.

SSLC exams postponed in Karnataka

The Karnataka Government made an announcement and has postponed SSLC Board examinations which were scheduled to begin from March 27amid the COVID-19 scare.

The Chief Minister chaired a high-level meeting on Sunday morning and it was decided that the SSLC exams would be postponed.

The new dates for the same would be declared on a later date.

Citizens of Belagavi preferred to stay indoors: Janata Curfew

The call for a janata curfew by Prime Minister Narendra Modi evoked an overwhelming response from the people of Belagavi on Sunday.

Since 7 am all the streets wore a deserted look.

From Railway Station to the Bus stand no one was on the road. The Pharmacy stores were open as part of essential needs for today but hardly anyone was seen at the stores.

MLA Anil Benake and Abhay Patil were seen along with the City corporation staff spraying disinfectant on the roads and cleaning the bus shelters etc.

janta-curfewPrime Minister Modi on Thursday, in an address to the nation, had appealed to the people to follow ‘Janata curfew’ on Sunday from 7am to 9pm, in an attempt to contain the spread of the pandemic.

Streets in Belagavi wore a completely deserted look with residents staying home, not even moving within society complexes. There were no sounds of children playing and only security guards were in sight.

Karnataka chief minister B.S.Yediyurappa on Sunday said the state has decided to close its borders as a precautionary measure to contain the spread of the disease. The government has postponed 10th standard exams, scheduled to start on 27 March.

Lock down in Belagavi district as well

Karnataka government has lockdown 9 districts in the state which includes the Belagavi district.

The other districts are Mysuru, Mangaluru, Kodagu, Chikkaballapur, Kalaburagi, Dharwad and Belagavi.

Only essential services till 31 March will be operational. No commercial activity would be allowed.

PUC 2 last exam would be held as per the schedule on Monday.

During this period, all schools, colleges, malls, gyms and cinema halls will remain closed while necessary services and utilities (supermarkets, hospitals, etc.) will be available.

The minister however clarified that grocery stores, milk vendors, vegetable shops as well as medical services can remain open. Agricultural activities will be allowed to continue while auto and taxis will function. Factories will be allowed to function on alternate days. All inter- district transport in the nine districts under lockdown will be stopped till March 31. No public transportation in Karnataka will be available on Monday while all AC buses won’t operate till March 31.

However private taxis, Autos will operate.

ORDER Read : Order Covid-19 dated: 13.03.2020, revised order dated: 20.03.2020 and addendum order dated: 21.03.2020 bearing the same number.

What is Closed?

1. It is imperative to adopt strict social distancing and isolation measures to contain the spread of Covid-19 which is playing havoc across the world including India. Karnataka has witnessed more than 20 Covid-19 positive cases and 1 death. Most of the positive cases are from Bangalore Urban & Bangalore Rural, Kalaburagi, Chikkaballapur districts and one case each has been reported from Mysuru, Madikeri, Dharwad and Mangaluru districts.

2. Whereas, Government of Karnataka in exercise of the powers conferred under Sec.2,3 & 4 of the Epidemic Diseases Act, 1897 (Central Act 3 of 1897 & Mysuru Act II of 1897) under Sec.16 of the Hyderabad Infectious Disease Act, 1950 (Hyderabad Act XII of 1950) has framed The Karnataka Epidemic Diseases (Covid-19) Regulations 2020.

3. Whereas, now under Regulation II of aforesaid regulation it has been decided that the following restrictions shall be imposed in the territorial jurisdiction of the revenue districts of Bangalore Urban, Bangalore Rural, Kalaburagi, Chikkaballapur, Mysuru, Madikeri, Dharwad, Mangaluru and Belagavi from 00.00 hrs of 23.03.2020 to 00.00 hrs of 01.04.2020.

a) All shops, commercial establishments, workshops, godowns dealing with non-essential services shall close their operations subject to the exceptions mentioned below.

b) All labour intensive industries shall work at 50% of their strength on rotation basis ensuring that social distancing measures are strictly adhered to. They are advised not to remove any worker on this account and advised to sanction paid leave on these days to the remaining workers.

c) All Information Technology & Bio-Technology units will ensure work from home except where it is not feasible to do so and in respect of the units and staff dealing with critical and essential services.

d) All air-conditioned bus services of Road Transport Corporation and private operators shall be stopped.

e) All Inter-State and inter-district services shall not be operated from these districts.

What is Open?
4. However, the following services providing essential services shall be excluded from the operation of the above restrictions.

Two out of the five samples sent to Bengaluru for testing for COVID-19 have been reported to be negative.

The reports for the other samples are yet to be received.

The entire lock-down announced is been enforced by the police by asking people to close the shops other than those exempted.

Raviwar Peth is full as shoppers are buying all grocery items and some panic buying is very visible.

The same is with the pharmacy, where citizens are buying medicines for 3-4 months and sanitizers are selling at very high prices.

The best way to avoid the spread is to stay at home and stay safe.

DC says no COVID-19 positive patient in Belagavi: What is open and closed New Order

In this order dated 23.03.2020 Belagavi is also mentioned as once case but Deputy Commissioner Belagavi Dr.SB Bommanhali has denied this and said there is no COVID-19 positive as on date in the district.

As many as 6 swab samples from the district have been sent for testing out of which reports of FIVE are negative and one report is yet to be received.

The order by the govt: (exact extract of the copy) 

It is imperative to adopt strict social distancing and isolation measures to contain the spread of Covid-19 which is playing havoc across the world including India. Karnataka has witnessed more than 20 Covid-19 positive cases and 1 death. Most of the positive cases are from Bangalore Urban & Bangalore Rural, Kalaburagi, Chikkaballapur districts and one case each has been reported from Mysuru, Madikeri, Dharwad, Belagavi and Mangaluru districts.

2. Whereas, Government of Karnataka in the exercise of the powers conferred under Sec.2,3 & 4 of the Epidemic Diseases Act, 1897 (Central Act 3 of 1897 & Mysuru Act II of 1897) under Sec.16 of the Hyderabad infectious Disease Act, 1950 (Hyderabad Act XII of 1950) has framed The Karnataka Epidemic Diseases (Covid-19) Regulations 2020.

3. Therefore, now in exercise of its powers under Section 2 of the Epidemic Diseases Act, 1897 read with enabling provisions of the Disaster Management Act, 2005, the Government of Karnataka hereby notifies that the following restrictions shall be imposed in the territorial jurisdiction of the revenue districts of Bangalore Urban including BBMP area, Bangalore Rural, Kalaburagi, Chikkaballapur, Mysuru, Madikeri, Dharwad, Mangaluru and Belagavi from 00.00 hrs of 23.03.2020 to 00.00 hrs of 01.04.2020:

a) All shops, commercial establishments, Offices, workshops, godowns dealing shall close their operations subject to the exceptions mentioned below.

b) All industries and factories except those dealing with essential goods and services, food, medical equipment, drugs, fuel, agricultural inputs etc. shall remain closed. They are advised not to remove any worker on this account and advised to sanction paid leave on these days to the remaining workers.

c) All foreign returnees shall remain in strict home quarantine. Violation of home quarantine will entail penal action and shift to Government quarantine.

d) All gatherings of more than 5 persons shall be prohibited in public places except for purposes of containment of Covid 19 and statutory and regulatory functions.

e) Any prayers gatherings and festival gatherings of all religions shall be stopped.

f) All Information Technology & Bio-Technology units will ensure work from home except where it is not feasible to do so and in respect of the units and staff dealing with critical and essential services.

g) All passenger transport services including Inter-State, inter-district and within the district operations of Road Transport Corporations and Private Operations shall be stopped.

h) Plying of private vehicles shall be permitted only for procuring essential commodities and exceptions permitted in this order.

i) All Ola, Uber. taxis, autorikshaws and other hired services shall not be permitted for passenger transport except for procuring essential commodities and medical emergencies.

j) All Government offices dealing with non-essential services as notified by the Government shall remain closed.

k) State borders with other neighboring States shall remain closed for inbound passenger movement in passenger transport, heavy and light. vehicles except in cases of medical emergencies and unavoidable circumstances.

I) The restrictions imposed by earlier orders shall continue in force to the extent they are not modified by this order.

4. However, the following goods and services providing essential services shall be excluded from the operation of the above restrictions :

a) Food, ration shops, milk, vegetables, groceries, meat, fish, fruit , wholesale and retail markets and shops

b) Petrol Bunks, gas, LPG, oil agencies and related godowns

c) Transport of all goods.

d) Hospitals, clinics, pharmacies, optical stores, diagnostic centres and other health and medical related shops, establishments, godowns, factories.

e) Police & Fire Services

f) ULBs & Panchayati Raj Institutions offices, postal services.

g) Government offices dealing with essential services as notified by Government.

h) Electricity, Water & Municipal services

1) Bank teller services, ATMs , Telecom, internet, cable services

j) E Commerce/home delivery of goods and services.

k) Take away/home delivery from the restaurants

I) Canteen services provided by Government & Local bodies.

m)Print and electronic media

n) Security services including private security services

o) Drinking water production, supply and distribution in bulk and in containers.

p) Bus Stations, Railway Station, Airports and allied services.

q) Transport of passengers to and from Hospitals, railway stations, bus stations, Airports.

r) Private establishments required for efforts to contain COVED-19 including for production of drugs, masks, PPEs etc.

8) Production and manufacturing units which are in continuous process mode

It is defiantly good news that out of the 6 swab samples 5 are negative. But this is by means a time to rejoice.

The scene today in the city especially Raviwar Peth, Tilakwadi and other parts makes us think are we really serious about this pandemic.

The police have also taken this seriously and now have barricaded Rani Chennamma circle and not leaving any vehicles. The plan to strictly implement the Sec 144 and would even use force if needed. 

police-coAs of now, the administration has made arrangements to quarantine people at BIMS – 80 persons and KLE 60 persons. In addition to this Hostel and hotels put together, the administration has made arrangements for another 500 beds which can be quarantined.

close-shopsBut citizens have to think on their own. Major shops were closed today barring the ones selling essential goods as permitted.

But there some scenes and the traffic on the road was no way less. We have to keep ourselves locked in to save ourselves.

The businesses are shut they would be facing a huge cash crunch but all have to do it. The daily wage earner would find it more arduous but he too will have to manage somehow as if we are healthy we can live ahead.

Also, they should self-notify to the nearest government hospital or call 104 health helpline. Maintain personal hygiene, use tissue paper/handkerchief while coughing or sneezing, frequently wash hands with soap and water or hand sanitizer and avoid attending mass social gatherings.
