The South Western Railway hadtaken up the survey for proposed line doubling between Londa and Miraj railway stations and CCEA recently approved this doubling and now tender has been floated worth Rs. 43,81,19,528 for the Doubling between Londa – Miraj Section: Earthwork in cutting, Embankment and construction of Minor bridges, side drains, trolly refugees, toe wall, retaining wall, gate lodge, extension of RUBs/LCs and other connected works between Khanapur – Belagavi from Km.586.000 to Km.612.00.
The time period given for the completion of this project is 18 months from the date of allotment which would be May 2016 most probably.

This is part of the doubling of the 467km Pune-Londa railway line, which was the costliest project announced in the state by railway minister Suresh Prabhu. In fact the railways had prepared a doubling proposal almost a decade back. The railway board had sanctioned the survey and proposal in 1996-97 followed by inclusion of the survey in the blue book by 2004-05. Inclusion in blue book means keeping the project on hold for some time.
The first year PUC examination is over and the kids rush to embrace the demands of the forthcoming year. The societal obsession is such that there just arent any holidays although the poor souls would really love a break. The enrollments to the new tuition classes that would, successfully, get them across this seemingly most important threshold of life are on and soon they will be immersed in endless equations, formulae, diagrams, classification, lines of code, constants, theories and corollaries. While this is true for those that have opted for the science courses and partly for those that have taken commerce, the students of arts are facing a different kind of boredom. They have nearly three months of time to kill.
I only wish it were different since it really hurts to see the sheer effort that one section is going through and the absolute nothingness that the other will endure.
In all given probability, either side will go on to reap similar dividends if they manage to keep their heads in place. Another thing that merits mention is the way in which these sections of academia are perceived. While the science stream gets absolute respect if not a seeming reverence in the approach from society, the commerce faction gets a little less and the arts segment almost nothing in terms of consideration as admirable; I believe and most will later realize that it all amounts to the same. Consistent effort is always rewarded.
This societal discriminations symbolizes the heights of intolerance and in the midst of this nation wide debate on intolerance, I think this is the one that merits maximum attention.

The Railways has floated tenders for the Proposed Construction of ROB 1x24m Composite Girder (Railway Portion) and 4x18m PSC Girder with RE panels (Approach Portion) for four lane traffic at Km.611/900 – 612/000 in lieu of LC No.388 at Belagavi which is OLD PB Road.
The estimated cost of the same is Rs.12,56,32,057 and the time duration for the completion of the work is stipulated to 9 months.
The ROB at Kapileshwar LC 385 is 19.5 Crores and the work is in progress but will take at least 2 more months for completion.
It would be very apt for the administration to commence the work on ROB after the work at Kapileshwar is completed.

The Ministry of Environment, Forest and Climate Change has notified on 07-01-2016 an extent of 4.83 km covering 14 villages around the Bhimgad Wildlife Sanctuary in Khanapur taluk of Belagavi district as ecologically sensitive zone (ESZ). As per the draft notification, the ESZ spreads over 308.22 sq. km around the boundary of the sanctuary.
Chikale, Gavase, Chapoli, Kabanalli, Kongala, Nerse, Shiroli, Dongargoan and Warkadpate have been brought under the ESZ, while Parwad, Kankumbi, Amgaon, Gawali and Pastoli have been partially included in it.

Bhimgad Wildlife Sanctuary is spread over an area of 190.42 square kilometres in the catchment of Mahadayi River in Khanapur taluka of Belgaum district in Karnataka. It shares boundary with Dandeli Wildlife Sanctuary in Karnataka and Mhadei and Bhagwan Mahaveer Wildlife Sanctuaries in Goa. The sanctuary has been carved out of reserve forest areas with high floral and faunal diversity.
Western Ghats, due to their unique location, play a vital role for conservation of biodiversity in the peninsula. The ecological abundance supported by them, their rich biodiversity and sensitive geomorphology add further uniqueness. Bhimgad region has extensive biodiversity and provides corridor for tiger and other wildlife with adjacent protected areas.

The area of Bhimgad Wildlife Sanctuary is in the core zone of Western Ghats comprising of semi evergreen and evergreen dense forests with steep slopes. The region is having rich floral and faunal diversity. This region is having lot of wildlife significance. It is habitat for endangered and endemic wroughton’s free tailed bats (Otomopswroughtoni) and Theobald’s tomb bats (Taphozustheobaldi). Barapede caves are known to be the only roosting and breeding place for wroughton’s free tailed bats. The forests with beautiful mosaic of woodlands and grass lands are the habitat for Tigers, Leopards, Indian Gaur (Bisons), Sloth Bear, Sambar, Barking deer, Chital, Wild dogs, King Cobra and a variety of other mammals and reptiles.
Area of Bhimgad Wildlife Sanctuary is the place of origin and Catchment basin for many important rivers like Mahadayi, Malaprabha, Pandri, Markandeya, Tillari, Bailnadi and other rivers apart from number of streams. The area encompasses several geomorphological lime stone formations with lot of caves, which support wide fauna and flora endemic to this location. Apart from above, the sanctuary covers historical Bhimgad fort ruins, which needs to be protected.
Bhimgad Wild Life Sanctuary is a rich reservoir of medicinal plants. One such area in semi evergreen forests of Amagoan has been identified for Medicinal Plants conservation area (MPCA) during 2010-11. Out of the recorded species, about 82% of the plants are found to be of medicinal value.
Around 47% of the recorded plant species are trees, followed by shrubs (28%) and herbs (18%). The area is also home to several endemic plant species such as Ancistrocladusheyneanus, Diospyrospaniculata, Euonymus indicus, Myristicaarborea, etc., several among the recorded medicinal plants such as Aristolochiatagala, Diospyrosmontana, Emblicaofficinalis, Garciniaindica, Nothapodytesnimmoniana etc., are with high medicinal and economic value.
Bhimgad Wildlife Sanctuary has a very good population of avifauna which includes Great Indian hornbills and variety of Drongos, Wagtails, wood peckers, Kingfishers, Eagles, egrets, Sunbirds, owls and doves. Grey Jungle fowl, Jungle myna, crow pheasants, paradise fly catcher, Malabar drongo etc., are also commonly seen in the region. Hence it is necessary to conserve and protect the area the extent and boundary of which are specified in paragraph 1 of this notification around the protected area of Bhimgad Bird Sanctuary as Ecosensitive Zone from ecological and environmental point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone.
After this notification Commercial mining, stone quarrying and crushing units, Setting up of saw mills, Commercial use of firewood, Establishment of new major hydroelectric projects and irrigation projects, New wood based industry will be totally banned.
The PUC 2nd year exams are on. The efforts of the year have trickled down to take shape as a time table that summons the aspirations of the students to match their skills or rather test them against the ability of select academicians who have been bestowed with a two pronged task; one of making sure that most of them pass and the other to make sure that those who plan to score well, have a difficult time notching up numbers. The first of the tasks is rather easy to both execute and comprehend. Just gather up a few question papers from the past and spread around a decent dash of predictables. The second is to pick the odd ones and stuff them into the question paper so that the so called intellectual folk find it sufficiently taxing for their already overstressed minds.

The task is made further complicated by the evaluation system. While one set of evaluators have the ardous task of trying to get students over the line, there seems to be little sense in the fact that the papers of those who score rather well are reexamined repeatedly as if scoring high well is a crime in itself.
While the evaluation system continues to do the job that has been in place for ages, it is difficult to judge or even comment on whether the real ability of the students is actually tested. The Indian education system is a carry forward if not a perfect replica of the Colonial system that was designed to produce clerks. Memorize, reproduce and forget!!! Just do the same exercises and lessons umpteen number of times and the good old memory takes care of the rest.
There is a unique breed of students with distinct abilities who actually find the going real tough. The whole system of examinations actually sounds and feels quite threatening to them since, maybe exams are not exactly what they are cut out for when it comes to play their part.
These individuals are wonderful at actually doing tasks rather than at remembering formulae or equations or constants not to mention the seemingly endless theorems and corollaries. As an obvious eventuality, exam times are super stressful for these folks but no one seems to care.
To add to it, they might even have been forced to undertake a specific stream of learning which doesnt actually suit their fancy. One can only dread the fate of these lovers of arts or management who have been forced to take up academic programs in science just because their parents think so or even because their tenth standard marks merit the social label of ‘Suitable for science’. It could also be a case of their earlier performance bringing them the label of ‘Not suitable for science’.
As we go through the motions of the examination system that desperately seeks to evolve to a proper relevance, the results will continue to brand both the seemingly capable and the seemingly incapable and the ensying tensions will continue to take their toll on these that form the future of our country.
It is time to take a pause, to ponder and address relevant issues and we need to address them right at school.
Until then, the summer heat will continue to be beaten by the exam heat and millions will continue to toil in expectation of making the best out of what exists.

Three masked men tried to rob a mobile vendor at Shastri Nagar on Sunday night at about 9.30 PM, but their plan was foiled and two out of the three accused have been arrested.
The masked men rang the bell of flat of Jayram Choudhari on the 3rd floor of Omkar Apartments Shastri nagar near Gujrat Bhavan and when the door was opened the masked men asked for money at gun point but at the same time one more inmate of the house ran upto the gallery and shouted for help when the others rushed in.
When the accused felt they will be caught they fired in the air and ran away, but the residents were able to catch hold of one person namely Sandeep Pandey (23) and later handed him over to the police. Another accused Suvarnakumar was later arrested from a lodge in Khade Bazar.

B Hareram Commissioner of Central Excise Belagavi in a press meet clarified some points about the levy imposed on jewellery in the recent union budget.
In this year’s Budget, excise duty of 1% [without input tax credit] and 12.5% [with input tax credit] has been imposed on articles of jewellery. Even for this nominal 1% excise duty, manufacturers are allowed to take credit of input services, which can be utilised for payment of duty on jewellery.
Some doubts have been expressed by the trade and industry regarding this levy. In that context, salient features of this levy are explained as under:
Easy compliance with provision for on line application for registration, payment of excise duty and filing of returns, with zero interface with the departmental officers.
The central excise officers have been directed not to visit the premises of Jewellery manufacturers.
The levy is based on self-assessment and therefore, no physical visits shall be made to registered units in the normal course.
Articles of silver jewellery [other than those studded with diamonds, ruby, emerald or sapphire] are exempt from this duty.
An artisan or goldsmith who only manufactures jewellery on job-work basis is not required to register with the Central Excise, pay duty and file returns, as all these obligations will be on the principal manufacturers [Rule 12AA of the Central Excise Rules, 2002].
There is a substantially high Small Scale Industries excise duty exemption limit of Rs. 6 crore in a year [as against normal SSI exemption limit of Rs. 1.5 crore] along with a higher eligibility limit of Rs. 12 crore [as against normal SSI eligibility limit of Rs. 4 crore].
Thus, only if the turnover of a jeweler during preceding financial year was more than Rs. 12 crore, he will be liable to pay the excise duty. Jewelers having turnover below Rs. 12 crore during preceding financial year will be eligible for exemption unto Rs. 6 crore during next financial year. Such small jewelers will be eligible for exemptions upto Rs. 50 lakh for the month of March, 2016.
For determination of eligibility for the SSI exemption for the month of March, 2016 or financial year 2016-17, a certificate from a Chartered Accountant, based on the books of accounts for 2014-15 and 2015-16 respectively, would suffice. No stock declaration, will, however, be required to be made to the jurisdictional central excise authorities.
Moreover, documents being maintained by the jewellery manufacturers for State VAT or Bureau of Indian Standards (in the case of hallmarked jewellery) shall suffice for Excise purposes also. The private records of the jewellery manufacturers, giving details of daily stock for his own purposes, shall be accepted for the purposes of Rule 10 of the Central Excise Rules 2002.
Further, facility of Optional Centralized Registration has also been provided. Thus, there is no need for a jewellery manufacturer to take separate registrations for all his premises.
Field formations have been directed to grant hassle free registrations, within two working days of submission of the registration application. Further, there will be no post registration physical verification of the premises [online registration – https://www.aces.gov.in/].
Jeweler’s private records or records for State VAT or records for Bureau of Indian Standards (in the case of hallmarked jewellery) will be accepted for all Central Excise purposes. Also, there is no requirement to file a stock declaration to the jurisdictional central excise authorities.
Excise duty is to be paid on monthly basis and not on each clearance, with first installment of duty payment for the month of March, 2016 to be paid by 31st March for March, 2016.
A simplified quarterly return has also been prescribed, for duty paying jewelers [ER-8].
Punadlik Pawashe 53, a farmer succumbed to a bullet injury which he got a week ago. In the evening last week while returning home he fell down from the cycle near Mahadwar Road No.5. He thought he had a injury on his back and hence was admitted to hospital. Where he complained for pain in the stomach, and after investigations it was revealed that a bullet was in his stomach.
He was operated but he succumbed to that injury on Tuesday morning.
It has been a mystery for the family and the police as to who might have shot him that day. The police are investigating the matter.

Giving details about the day long prayer services parish priest of Nandgad Rev Fr Vijay Mendith said that like every year, the youth of Godholi village would be presenting a live way of the Cross that would commence from the Immaculate Conception Church, Nandgad at 9.30 am. Scenes from the Holy Bible depicting Jesus carrying the cross to the mountain before he was crucified and agony he went through would be presented live.
Later at the foothills huge pendal has been set up for the celebration of special prayers and mass services for the pilgrims. First mass in Kannada would be held at 11.30 am by Fr Anthony Fernandes, second mass would be held at 12.30 pm by Fr Balaraju at 12.30 pm. Bishop Peter Machado will be concelebrating a Konkani mass for the benefit of Konkani speaking pilgrims coming from Goa, Maharashtra and from coastal Karnataka include pilgrims from the upper ghats region in north Karnataka.
“Elaborate arrangements have been made to accommodate the pilgrims who take part in the day long prayers offering their pleas and petitions or express gratitude to the Miraculous Cross,” Fr Mendith said urging pilgrims to pay a visit to the Cross.
Meanwhile, Bishop Peter Machado has reiterated urged the authorities to provide a basic infrastructure like a proper approach road and drinking water facilities for the benefit of the pilgrims. A memorandum in this regard was submitted to Khanapur MLA Arvind Patil.
I always believe History can be fascinating when the narrative is interesting. After all, History IS essentially a narrative from the chronicler’s perspective. India’s monuments tell myriad stories in stone. Karnataka is a state rich in art, architecture, music and crafts. Ruled at various times by the Kadambas, Chalukyas, Hoysalas, Gangas, etc., every era left behind a unique form of art and architecture. Kings made it a part of their mission to construct temples which served dual roles, one, of places of worship, and the other as places of congregation for the populace. Temples of Karnataka have their distinct identity. They can be classified based on the style of construction, and have both Southern and Northern influences. The foundation, walls, carvings and panels thereof, sides ( 4, 8, 16) of the temple, Shikhar/Gopura are some of the features that distinguish themselves. I am not an expert in this field, just an avid and curious learner. An immense sense of pride engulfs me on seeing what amazing creations came about in this part of India, centuries ago. If people need just roots and wings to flourish, which I strongly believe, history is the taproot of mankind.
A unique seminar was held today at Govt. First Grade College, K.K. Koppa addressed by
Dr. Srinivas Padigar, Head of the Department of Ancient Indian History and Epigraphy of the Karnatak University, Dharwad and organized by Dr. Chandrashekhar Taboji. He brought alive theheritage architecture of the Badami Chalukyas, the Rashtrakutas, Hoysalas, Kalyan Chalukyas at Hampi, Badami, Pattadkal, Aihole and many such places, lucidly showed the differences in the styles, art in its details, beauty and symmetry in an era when they worked with limited resources. Dr. Padigar made a presentation with graphic pictures of each temple, explained the differences and showed the details in every one of them. Dr. Padigar explained that broadly, the different types of temple architecture are Dravidian, Rekha-nagara, Phamsana, Gajaprushtha and Mantap.
Dr. Padigar must be lauded as a superstar. Another great Historian, Dr. Smita Surebankar, Principal of RPD College, has done monumental work in ancient History and Archaeology, but she deserves a separate article! There could be many scholars and passionate historians like them. It’s we who need to become their fans.

Preserve the monuments. Do not deface them in any way.
Donate funds for their upkeep wherever you find them in a neglected state.
